Granted, it ain't amateur radio, but from the 40 or more people that got their GMRS license and contribute weekly to the net, there is a small percentage that are stuyding for their tech license. This is what a local club is for, amongst other things, to provide a communication service to their community. The local club helped the general citizens file with the FCC, helped with the equipment choice and setup as well as use.

Especially since FRS radio usage is not supposed to include detachable antennas which can then connect the radio jack to a higher gain antenna, (or amplifier for that matter) nor is it supposed to include two watts of power which is standard on most cheap radios now (though I don't know how long you'll get a true two watts using triple A batteries.) Luckily anyone with a real radio and a good repeater system will easily be able to weed out half watt radios talking where they don't belong, but it was still a mistake on the part of the FCC. The only issue I've had with it in the last couple of years is that the FCC, in their infinite wisdom, decided it was all right for manufacturers to start regularly including GMRS frequencies on FRS radios, all the while knowing that the average person buying a $15 radio will not go and buy a $75 license, probably they won't even read the instructions that come with the radio telling you what you need a license for. (Nothing wrong with having another radio license either, even if it as easy as a purchase.) Nothing wrong with GMRS, it's come in quite handy for me and quite a few people that I know.
